The regular monthly meeting of District III, held on April 5, 1999 at the Northwest Soccer Centre in Tacoma, was called to order at 7:16 P.M.
Present were Commissioner Paige Harder, 1st VP Bill White, VP Competition Debbie Hazen, VP Development Debbie Clausnitzer, Secretary Marty Torres, Treasurer Ken Vannice, League Administrator Gerd Schmidt, Disciplinary Amin Mourad, Auburn MAR Larry Proud, Federal Way MAR Juan Rangel, Renton MAR Gerd Schmidt, Highline MAR Laura Lewis, Kent MAR Ken Ward, Maple Valley MAR Bill Edwards, Mt. Rainier MAR Mike Clifford, Narrows MAR Chuck Walton. Not present-Tacoma-Pierce County MAR Denise Jason.
Motion/Second to approve March minutes. One correction- change Davis Marincovich to David Marincovich. Motion passed as amended.
OFFICERS' REPORTS
Commissioner Paige Harder
- Received list of Girls selected to ODP state pool.
- The BOD approved the ODP Advisory Committee to put together a process for the new ODP Implementation Plan, which needs to go to the Rules & Revision Committee before it gets final approval from the BOD. This would be for U19, U18 & U17 for this season.
- The BOD will be looking at (in May) the calendar for all state programs and seeing how we can change or start changing some of our programs such as girls league, state cup etc.
- Each district needs to contact Dr Smoll to have him give a Coaches Effectiveness Training, program again this year. Will need to contact Debbie Clausnitzer on this.
- All of our associations were in compliance by the due date of April 1, 1999. This was in regards to constitution, bv-laws and financial statements.
- There are VP Development meetings scheduled for Sat. from 1:30-3:30. All District III VP Developments or Coaching Directors are encouraged to attend.
- Request that each association sell 10 groups of Women's World Cup Tickets. Form attached to hand out to interested people to fill out and return with check or money order to myself

VP Development Debbie Clausnitzer
- ODP - Girls Jamboree was held in TriCities on March 20, 21. DIII was very successful. DIII averaged 22% of players selected. 7 players were selected from U15, 11 from U16, 10 from U17, 6 from U18/19.
GU18/19 at the Jamboree in Tricities lost players for various reasons.
GU17 filled in and played admirably. These girls were impressive, did a great job and their stepping forward to compete with the U18/19 was very much appreciated.
- BU 14- TriCities, GU14 in Yakima. Jamboree on April 24th , Boys at Marymoor, Girls at Royals fields.
- There will be no regional camp for GU19- players are going to Texas ShootOut.

Treasurer- Ken Vannice
- Question about a check from Bainbridge Island. It was determined that this check was for league fees.
- Going over books and ironing out problems.
- See attached Profit/Loss Statement and Budget vs Actual Statement.
- Savings- over $4,000.00
- Discussions about NSF checks. The names of persons with NSF checks are not for public knowledge but is important for MARs to have so that they may bring it to the attention of their Associations.
- Audit- Constitution says we must have a yearly audit. An Audit committee is needed. Requesting names brought back to next DIII meeting for Audit Committee. Suggestion to have the Treasurer reconcile the books monthly with an audit at year-end.
VP Competition Debbie Hazen- no report
Secretary Marty Torres
- Asking for the following information for next meeting in include in DIII Directory. Addresses, phone numbers, email and fax for the following: Associations, Association Officers, Registrars, Risk management, MARs, Referee Coordinators, Member Club Presidents and Association meeting time and place.
Disciplinary Amin Mourad -
- Due to the Crisis in Kosovo, there is a possibility that Amin may have to serve his country. The Disciplinary Chair must then be replaced.
- Will present a proposal for guidelines for Disciplinary for next meeting. Concerned about incorporating new USSF rules into this proposal. Will continue business-as-usual until the proposal and the effect of the incorporation of the new USSF bylaws can be presented and discussed.
League Administrator Gerd Schmidt -
- Turned in new League applications with a few changes, a place to mark if you want to play IDL and another if you don't want to travel outside of District III.
- District III deadlines-Entry forms by July 23. Payment is non-refundable after August 13. Entry fee is double after August 8, tripled after September 1. Penalty for dropping a team after Aug 20 is $50 and $100 after September 1. Dates to be posted on the DIII website.
- Rules and Revisions for coaches' packets go to print the beginning of August. Any rule revisions and/or flyers to be included in coaches' packets need to be brought to DIII by July meeting.
- Arizona State Soccer Association web site has detailed ODP information included. Interested in similar format for informational purposes for the DIII website.
- Next/subsequent newsletters may be of better use for if they are geared toward coaches instead of players. Should be discussed at a later date.
- Northshore Soccer Association will have U11 play mod, which means no District play until U12 for them.
- Question about MINI's. $150 Fee? May 15, 16,22, 23. Possibly May 8 and 9. May have 6 or less teams.

- Harbor FC asked for permission to use NarYSA fields for their Select Team Tryouts. Use of schedule fields could be denied to them the evening before their tryouts. Harbor FC tryouts are scheduled for the same weekend as NarYSA tryouts. The Executive Board has given approval of their field use. Use of field by Harbor FC was not necessary. Questionable weather conditions made requested field unavailable.

FWSA - Juan Rangel
- looking into hosting both Commissioners and Championship Cups next year.
- Received email from Safeco Field. Anyone interested working concessions would receive 9% of net sales.
- A letter of intent for IEC grant field renovations at Sacajawea and upper FWHS is being written.
- AGM is April 21.
- An ad for Coaching Director has been posted to the WSYSA and DIII web sites. Also ads in Oregon.
- Motion/second for all monies ($8000) for coaching director be returned to all member clubs. Motion failed. Motion/second to return monies to FWU. Passed.

Tacoma-Pierce County - Denise Jason.
Not present but submitted a report to be included for informational purposes.
- Gave handouts on minutes of DIII meeting, disciplinary report
- Re-informed them that ODP tryouts were age appropriate and gave the dates again.
- Again asked for discussion regarding $1.00 sur charge, nothing was talked about as of yet.
- Finally received copies of Bylaws that have been asked for in the past.
- TPC looking into purchasing a bulk supply of soccer balls hoping to receive a better price.
- Brought up discussion on actual Assoc. colors and if we are going to enforce this.
- Meeting was attended by Mr. Bill White who talked about his seeking nomination to the presidency. He answered questions by the association but no formal discussion was ever made on the Association's views on Mr. White.
- Assoc. is asking that if we are allowing other districts to come into our district. Is there a way to ensure that there will be no byes in those brackets?
- Asked about the use of fields for MINIs and was told our fields are unusable.
UNFINISHED BUSINESS
Mini LPT's
- League Application due to Gerd Schmidt April 24 with appropriate monies and signatures.
- Teams needing/required to go to Mini's will be determined after Gerd receives these applications.
- Since no Association stepped forward to host Mini's, Debbie Hazen has reserved Fort Dent and Petroviski Park. The estimated cost is $1000.00. These are lighted but dirt fields.
- If an Association can help with a site, please call Debbie before Wednesday at 5 PM.
- After receiving applications, VP Competition and League Administrator will know exact number of teams needing Mini's and how many fields/dates are needed. Will have that information at next DIII meeting.
- Question- what is the procedure for U15 and above teams with fewer than 8 returning players. Answer- can re-enter WSYL by applying for Classic League through LPT.

New Business
- WSP forms- the current form of clearance from the WS Patrol is overburdened. Coaches/administrators/parents must always be alert to potential dangers regarding our children. It is important for all associations to have a representative at the Risk Management workshops at Soccer Fair.
