The regular monthly District III Board of Directors meeting, held at the Northwest Soccer Center, was called to order at 7:16 PM.
Present were 1st VP Administration Bill White, Secretary Marty Torres, VP Development Debbie Clausnitzer, Disciplinary Chair Amin Mourad, AYSA MAR Larry Proud, FWSA MAR Juan Rangel, HSA MAR Laura Lewis, KYSA Ken Ward, MpVSA MAR Bill Edwards, MRSA MAR Mike Clifford, NarYSA MAR Chuck Walton, TPCJSA MAR Marian Bowers, Guests were Denise Jason (ODP committee), and Jeff Owen (HSA).
Excused were Commissioner Paige Harder, VP Competition Debbie Hazen, and League Administrator /GRJSA MAR Gerd Schmidt. Unexcused- Ken Vannice.
Motion/Second to approve the July minutes with the following corrections.
- Under Disciplinary Amin Mourad, 1st item, 3rd sentence- Change "it is state to determine" to read "it is up to District III to determine".
- Under League Administrator Gerd Schmidt, item #10, 1st sentence- change "Motion/Second to use full size goals" to read "Motion/Second to allow full size goals". Motion passed.
OFFICERS' REPORTS
Commissioner Paige Harder - absent, report given by 1st VP
- Received letter from USOC regarding ODP tryouts. District III will allow under aged players to tryout at 14-year old age level.
1st VP Administration Bill White
- Working on proposal/recommendation to W.I.A.A. to change Girls High School soccer program from fall to spring.
- Rules committee- nothing in the works.
- Refs- Bill asked to be a candidate for Youth Referees to SRA for WSYSA.
VP Competition Debbie Hazen - absent

- Asking WSYSA to address problem with managers receiving mailings intended for coaches
- District III ODP-
- ODP pre-registration form on District III web site
- Asking MARS to ask Associations and clubs for names of coaches/evaluators for DIII ODP. Criteria-experienced with coaching and playing at that level. Call Debbie at 253-841-8970 or Debclaus@aol.com
- Would like full representation from all Associations
- Currently have received 81 pre-registered players. 44 boys, 37 girls.
- Will need everyone's help at ODP weekend.
- Motion/Second to approve 7 coaches for ODP coaches pool. Coaches are Dave Hanson, Denise Jason, Matt Jason, Christian Clausnitzer, Juan Rangel, Carrie DeHuff and Mike DeHuff.
- Discussion - Reminder that DIII ODP policy is to make every attempt to not allow coaches to coach their own players/child. Motion passed.
- Other coaches' names were suggested for candidates.
- Other ODP discussion for future consideration- request that coaches and evaluators come forward early. Should DIII establish coaches' requirements/licenses? Possibly a State "C" or National "D". Should DIII look into developmental U11- U13 teams to feed into ODP 14 age bracket. Question as to if players are ready for that commitment at this young age. Thoughts that the opportunity should be available for those interested. Other state/organizations have developmental teams at this age level. MARs to talk to Associations and bring back their input.
- Kathy Liebman sent out letter regarding State ODP pilot program for U-17 and up. Players will be selected through coaches' recommendations, scouting from Division 1, 2 and possibly 3 and through open tryouts. The open tryouts format may depend on the number of applicants. General consensus is that open tryouts are important especially since the proposal included them.
- WSYSA is looking for ODP scouts. Application forms were handed out.
- 3rd Annual coaches meeting to be held Aug 30, 7 PM at Scottish Rite Hall, 817 S. Vassault. Flyers to be sent out. Speakers include DIII officers, Daniel Struk (ODP pilot program) and Disciplinary Chair Amin Mourad.
- Need a room for Dr. Smoll clinic to be held on Sept. 20. Requesting MARs to check out a room to hold approx. 100 people.
- Need a room for meeting with Dave Schumacher "Planning for the Future" to be held on Oct 18.
- Motion/Second for a committee to put together a petition for WSYSA to allow U12 attendance at Regionals. Discussion - Debbie Clausnitzer has been asked to look into this matter. Washington was the only state to not have U12 teams at Regionals. An attempt to gather support has been done in the past but now will include coaches, parents, players. Committee of Debbie Clausnitzer, Marty Torres and Larry Proud to work on and submit petition to Paige prior to distribution for signatures. Motion passed.
Treasurer- Ken Vannice absent. Unexcused unless he talked to Paige
League Administrator - Gerd Schmidt absent. Unexcused unless he talked to Paige
Disciplinary Amin Mourad -
- Handed out new Disciplinary Procedures proposal. Motion/Second to accept Disciplinary Procedures contingent on that if WSYSA making additional changes, District III's will reflect those changes. Discussion - want to eliminate yellow cards reported to the DIII Disciplinary Committee and other changes discussed. Corrections made. Motion passed as amended.
- Need volunteers from each Association to serve on Disciplinary Committee. At least one from each Association. MARs to ask for names, addresses and bring back to next DIII meeting.
MAR REPORTS
Auburn - Larry Proud.
- An open meeting was held on July 11 to address issues and problem solve areas of concern. Problems addressed were
- Movement of players from Auburn Parks into AYSA at U-10. The target was to build the mod program to 10 teams of each gender.
- Loss of players in the association. The target is to provide competitive teams at all age levels.
Maple Valley - MAR Bill Edwards
- Fielded 41 teams for U-11 and up
- E clinic to be held August 13, 14, 15
Renton - Gerd Schmidt - absent
Kent - Ken Ward
- Discussions are going on with King County about renewal of the lease at Pea Patch.
- Postponed "E" clinic was held with good attendance.
- 25 teams for select.
- 7 teams for U10 District Mod.
- Registration is still going strong for fall mod season.
MT. Rainier - Mike Clifford - No report
NarYSA - Chuck Walton
- Narrows Cup '99 was a huge success
- Micro league starts Aug 4
- Assisted Gonyea Boys and Girls club with their annual Open House
Highline - Laura Lewis - No report
FWSA - Juan Rangel
- Dave Vining has resigned as President.
- Bylaw revisions for the Association finished. Suggested they remove mod rules.
- Boys' registrar for FWU has resigned.
- New WSP forms are available
- FWW Decided to pull coaching director funds and is willing to apply those funds to the lights.
- FEW voted to pull money out for coaching director, coaching director committee disbanded.
- Clubs will have their own coaching directors.
- Motion to have the Young Ref of the Year selected by the referee association.
- Discussion regarding VP Election.
Tacoma-Pierce County - Marian Bowers.
- BU18 F.C. United wants to thank DIII with their financial assistance to enable them to travel to Nationals.
Old Business
- Motion/Second - District III will support the concept that the SRA Committee will nominate and select the Young Referee of the Year candidates. Discussion- it was felt that if these candidates come from an organization other than District III, then District III will not be responsible for paying for dinner tickets for candidates at Soccer Fair Award Night. Motion passed.

- Congratulations are in order for the BU18 FC United National Champions. Team members are Matt Prichard, Paul Troyer, Kurt Ness, Tim Dapar, Jimmy Fioretti, Zac Tallman, Sy Reeves, Chris Raymond, Christian vanBloomestein, Andy Stromberg, Trevor Korbol, Joe Watson, Scott Burcar, Paul Czarnowski, Jeremy Proud. Coach Seth Spidahl, Assistant Coaches Brain vanBloomestein and Joe Fioretti. We are very proud of all involved!
- Soccer Festival will be held in Portland this weekend.
