The regular monthly District III Board of Directions meeting held at the Federal Way Round Table Pizza, was called to order at 7:09 PM.

Motion/Second to approve the August 2, 1999 minutes with the following corrections.
- Debbie Hazen excused from last 2 DIII meetings.

Refs- Bill White asked to consider candidacy for Youth Ref Representative to SRA for
WSYSA.
- Under Disciplinary- correction to Motion/Second to read-
Motion/Second to accept Disciplinary Procedures contingent on the state making additional changes. The District III Disciplinary Rulers will reflect those changes.

- Risk Management: letter from Kathie Keil-Crozier regarding Risk Management Clearance List Distribution Process Change. Want to lessen the volume of mail/disk distributed. Monthly updated lists will be distributed to the following people: Association Risk Management Coordinators, WSYSA BOD, WSYSA Registrar, WSYSA Disciplinary Committee Director, WSYSA Protest And Appeals Director, WSYSA President and WSYSA Executive Director.
- Flyer handed out on Coaching Manuals available for purchase.
- Flyer handed out on US Women's National Team Benefit Auction
- Received thank you letter from BU18 FC United for monetary support for travel to Nationals.

- Purchased the previously- budgeted laptop computer for District III use. Is currently being used by Disciplinary Chair.

- Cost of special August council meeting? Paige to inquire, but she thinks that the cost was reasonable.

WSYSA meeting with WSYSA VP Competition was cancelled.
American Cup -
- 10 girls teams, 12 boys
- Will extend entry deadline to Oct 10.
- Will have a meeting in Oct.
- Number of teams currently entered:
- Girls- Two U12, two U13 teams, one U14, one U15, two U16, two U17.
- Boys- Four U12, two U14, three U16, one U17, one U18, one U19.
- Asking MARS to call Rec teams/and or non-select teams to encourage them to enter or remind them to turn in paperwork.
VP Development Debbie Clausnitzer -
ODP
- Tryouts took place on Aug 13, 14, 15
- We had 398 players, up from last year
- Thanks to all, especially Denise Jason for taking over on Saturday and Sunday.
- First training session for Boys U15 and U16 held on Oct 1 at Snake Lake.
- First training session for BU14, GU14, GU15, and 16 will be held on December 4 at Fort Steilacoom Park.
- Motion/Second to approve the following coaches for ODP. Boys- U14 Head Coach
Jerry Capadona, U15 John Heimbinger and Matt Jason, U16 Dave Hansen and
Christian Clausnitzer. Girls- U14 Head coach Lynette Buffington, U15 Carrie and Mike DeHuff, U16 Denise and Matt Jason. Discussion - coaches' credentials presented. Motion passed.
- Player pools have been picked.
- Notification Letters to players sent out Sept 20, 1999
- Pool players sent ODP program info letter and medical releases.
Question from MAR- how many under-aged players attended ODP tryouts?

Meetings -
- August 30 District III coaches' meeting-Attendance was down from previous years, but was informative. Please pass on the information presented.
- Sept 20 Dr. Smoll Coach Effectiveness Workshop- Cancelled by Dr. Smoll due to low attendance.

- Sept 24 state ODP meeting- I was the only attendee. I gave my report but no other
reports or state ODP updates were given out. I voted on changing the whole program.
- Oct 18 Dave Schumacher "Planning for the Future of WSYSA" meeting. To be held at Round Table Pizza, 1414 S. 324th, Federal Way, 7 PM. Need everyone to get the word out.
U-12 Petition -
- Petitions were handed out at the August 30 meeting. MARs asked to please hand out for signatures from coaches, players, parents and administrators.

- Handed out MRSA information to be added to our directories.
- Debbie Clausnitzer's fax number is the same as her home phone. Please call before faxing documents to her.
Scheduler - Gerd Schmidt -
Problem areas and concerns -
- Scorecards-Many errors on filing out the scorecards. Please advise your teams on correct way to do this.
- Travel is an issue. Some teams must travel long distances. Some complaints regarding this. Many teams annotated on their forms that they don't want to travel. Associations VP Competitions should be addressing this.
- Problem with start times. Would like to place in the rules that teams traveling long distances have later start times.
- Will be sending out bills for money due to DIII.
- Team managers as well as coaches need to read the rules.
- Can not easily move teams from one league to another. If request is made, will take a look and decide if is possible.
- Need more communication from Associations to Clubs to coaches concerning league placement.
- Coaches are reminded to communicate with opposing coaches concerning game times and place.
- No new web site from the state to include Districts as planned. We paid $10 to be included in new web site format. Has not happened as of yet.
- Will work on a Frequently Asked Questions flyer.
- At Aug meeting disciplinary rules were discussed. Found 4 conflicts/contradictions with Operating Procedures. Rules should include exactly what happens when a red card is issued.
- Asking MARs for addresses for each field in their Associations or an address from which a link can be made from the District III web site.
Disciplinary Amin Mourad -

- 19 red cards issued so far. Want to re-examine and assess new disciplinary rules after the season and for before next year.
- Need more disciplinary committee members
Question/concerns -
- What is procedure for rescheduling in the event of bad weather?
- Will try to reschedule.
- What is the procedure if there is no referee is present?
- Teams are encouraged to play their game. Both coaches agree as to who refs the game. If one person can not be agreed upon, each coach referees one half of the game. If no agreement is reached and the game is not played, the teams are responsible for contacting the games scheduler.
MAR REPORTS
Auburn - Larry Proud.
- AYSA contacted British Soccer Camps to have camps during July 1999. About 80 kids
participated. Overall we are very pleased with British Soccer Camps and already signed a contract for next year.
- The FC Aanvallen Girls Competitive Soccer Club was admitted to AYSA at the Aug 1999 Business meeting.
- The AYSA Executive Board has lost several members. Steve Neubauer has resigned as VP Development; no replacement as of yet. Bob Zipp has resigned as Referee Director; Soo-Hui Um was elected to complete Bob's term of office. Julie Barber has resigned as VP Communications; no replacement as of yet. Shirley Chittenden has resigned as Risk Management Coordinator; Larry Proud was elected to complete Shirley's term of office.
FWSA - Juan Rangel
- The state has asked for use of Celebration Park for ODP Jamboree on Thanksgiving
weekend. If fields are in good condition, they will be used.
- FWSA voted to adhere to state rules regarding proxy voting using either the
Association president, club president or next available officer.
Kent - Ken Ward
- Working with King County on Pea Patch field lease.
- Scott Hatfield is new referee assignor.
Renton - Gerd Schmidt
- Preparing for Championship Cup
- New lighted field on Jones Rd.
MT. Rainier - Mike Clifford - No report
Maple Valley - MAR Bill Edwards
- Completed a referee clinic in late August. There were 81 participants, 75 of which
were kids.
- Cindy Moore is now referee assignor.
- Cancelled E-level clinic due to lack of instructor availability.
- Talent identification and coach observation program has gotten underway.
- Coaching director is going to team practices.
NarYSA - Chuck Walton

Question - why is head to head competition last when determining standings for
league play? Answer - want to develop and encourage goals.
Tacoma-Pierce County - Marian Bowers.
- Carrie Varnadore is new FC Royals president
- FC Royals Club will be participating in a food drive during the month of October.
- Three teams traveling to Thanksgiving Day Surf Cup tournament.
- FME will make the coaches handbook available on FME website: http:www.fmesoccer.org
- Planning a Turkey Tournament for the weekend of Nov 20 and 21
- TPCJSA is planning a "D" clinic.
- Annual Awards ceremony will be held in the Tacoma Dome Exhibition hall on February 16, 2000.
- This year we have 107 full field teams, 191 mod teams, with another 21 from Nortac.
Question - Can a mod tournament (as opposed to jamboree) be held? Answer - yes if within own district or association.
New Business
- New status forms ( player add/delete forms) can be obtained from your Association Registrar.
- "________ of the Year" nominees due at November meeting.
- Young Referee of the Year must go through District for voting.
- Parent of the Year nominations?
- National Workshop to be held in Philadelphia February 24-27, 2000.
- VP Development would like to order a copier for her use for the numerous copies needed. Looking at a desk- top style copier that can scan, fax, copy, and more for approximately $800.00. Currently have over $12,000 in budget. Only $500 budgeted for copies. Discussion- The DIII board feels that VP Development don't need a scanner, getting a good copier that just makes copies is a better idea than a small multi-purpose copier that will not fit VP Development needs. Treasurer is concerned that VP Development will be over budget soon. VP Development has been asked to bring back more details on number of copies made during the year, cost of cartridges, toner, paper, service contract, and comparison prices along with a proposal.
- Should we be keeping score for U-10 district play teams even though U10 is mod? Yes. State guidelines say no, but the district feels that since these teams are registered within the district, score are kept for these more competitive mod teams.
Unfinished Business
- Registrar's meeting will be rescheduled in the spring.
- Petitions for U-12's to compete at Nationals - MARS please hand out and get
signatures.
Larry Proud will write a proposal to WSYSA in a timely manner to be
presented to WSYSA Rules Committee.
General Discussion
- Recommendation for U10 rules to state not more than 3 under-aged players on a team.
- Reminder that clubs need to consider their own Association rules before placing under-aged players on any team.

- This is Bill Edwards's last meeting as MpVSA MAR. Thank you for all our time and
